Cold or hot? Engines usually idle slower when cold, so a rise in idle speed as the engine warms is normal. The speed should be set so the clutch doesn't bite when idling warm. If that means it won't idle cold, so be it. If the idle speed is wandering when warm, it could be the idle mixture not set right, or float level, or just wear in the carb. Bikes don't need to idle for long periods, but if it becomes a problem, you may need to check float level, idle mixture, or even fit a rebuild kit.

Normally better to rebuild the original with a good rebuild kit, than buy a cheap foreign copy of a carb. Use spray starter fluid or add some gas in a spray bottle and spray all around the carb and manifold, if the engine speeds up you have found a vacuum leak! They can tricky to find but this method works well. An air leak on the intake will cause a lean run on an engine and will cause damage over time.
