When I start my banshee it automatically revs to the max and it bogs we rebuilt the carbs tors delete we have new throttle cable and we did a leak down test and no leaks and we have the KNN air filter drilled into the box should I have the cover on or off. I don’t know what to do please help.

Make sure the slides are going all the way down. Did you mix them up and put them in the wrong carbs? Throttle cables are not t tight?
They will need to be synced once running.

The slides are in the right one they go all the way up and down cable does not seem tight it’s kinda loose or has slack I would say but before this it was bogging out really bad and could never figure out why but now it just revs to the max

In order to rev up a bike needs fuel and air. The most likely place it comes from is through the carb under the bottom of the slide. Only other possibility is an air leak at the manifold, this doesn't give any fuel but if there is excessive fuel about, choke etc, an air leak at the manifold may give enough extra air to give a brief surge of revs before the mix gets too weak to burn.
