Ripped Carb Boot

Started working on my brother's 99 Warrior, would only idle with the choke on. Noticed 2 rips about 1 inch in length on both side of the carb boot going into the intake, it would run until it would flame out of the rips. My Question is when i replace the boot will this fix the idling problem or is there a bigger problem that is going to rip the new boot as well?

He brought the bike to me originally to tighten the motor, now in hindsight that was probably the cause for the ripped boot from all the vibration, extremmely loose motor. My only concern was the flame from the rip, i will see in two days when the boot comes in. Thanks.
