If you purchase a new quad out of state, do you always pay no taxes? Does it matter which state you either live in or purchase it in?

Alot of things come into play to determine this. Every state has different laws on this and it also depends on the state where you buy it from. Even the dealer plays a role.

I'll give our dealership as an example. We sell alot of quads to customers out of state. They don't pay taxes to us at the point of sale, but when we register the machine, sometimes the customer's home state sends the customer a bill a few months later for the sales taxes at a rate of whatever THEIR sales tax is. But alot of customer's never get this bill till years later, and some never get one at all. And the tax isn't based on what you actually paid for the machine, but what the machines MSRP is.

It depends on alot of things. I would ask the details from which ever dealer it is that you plan to buy from, because it's different in every state.
