Close it and open 1-1/2 turns. That is a good starting point. Clockwise is leaning, basically closing.

Closing = Lean out
Open = Enrich

So by that, the mixture screw for these PZ19 carbs controls fuel? If it controls air into the carb, then the opposite would be true.

Ethanol has been the cause for the float needle sticking and flooding the motor many multitudes of times the last cpl years and getting worse.
Alot of small motor manufactures void warrantys if ethanol gas is used.
I was chimming in on the flooding aspect.

My son just got a Baja wilderness 250, 2005 model. It was running very rough when trying to accelerate but seemed fine while idling. We followed your instructions and this helped quite a bit but it still starts sputtering at anything over about half throttle. Any other suggestions would be greatly appreciated. Thank You!

Sounds like you need a little bit of tuning. Generally these China ATV's are jetted lean from the factory. Try 1 step richer on the main jet and possibly the pilot jet. If you are unfamiliar with Jetting I advise you to read my page about the subject to educate yourself. It will direct you in the right direction.

Carburetor Jetting info and how to

Default Coolster Cuts out at WOT

I bought a 2016 Coolster 125cc for my son for Christmas. It starts and runs perfect but when you give it throttle past about 3/4 or goose the throttle from idle it cuts out. Any suggestions to fix this?

It is fine except when you need to give it the juice to climb a hill or climb something.
