I have never seen a stator like that. This is a really an oddball engine. Instead of using semiconductor rectifiers to convert AC to DC they are using a mechanical rectifier with brushes and comutator. Amazing! The stopped using this type of charging system in cars in the early to mid 1960's.
It is really strange that they use 50 year old technology for charging the battery, and then they use a DC powered CDI which is a much newer technology.
So with the battery hooked up do you get 12 volts to the CDI? Do you get spark?

You need to get 12 volt power to the CDI. That comes through the main fuse (always near the battery compartment) and then through the ignition switch.
To get the start button to work you have to have 12 volts through the ignition and then also have the brake on (which closes a switch and provides 12 volts to the brake light). The "brake on" 12 volts usually goes to one side of the solenoid actuating coil, the start button grounds the other side of the solenoid actuating coil.
