Linhai 260, has spark, will not start

Yes, if it was the carb. You can even pour a very small amount of gas in the spark plug hole and it it should run for a few seconds, but "only" if you have a carb issue.
Your symptoms sounds like what just happened to me on our last Dessert outing. Ended up being low compression, which will "not" start even on ether.

The compression readings will also give you a baseline before you start adjusting valves. Then, you can run another reading to see if adjusting the valves raises the compression. If it doesn't or only minimal, Your looking at, at least a top end tear down of your motor.

"Wouldnt it at least fire with ether if it was the carb?" Answer no, for some reason Quads seem particularly bad to start if they don't get the right fuel/air ratio. I've had quite a few that refuse to fire if the carb isn't right, despite giving them a shot of either in desperation. Clean the carb out, fit a new plug, and see what happens.

There is your answer. If you have checked the valve clearances and they are to spec and your still getting low compression. You need to rebuild that top end. Chinese quads usually sell complete kits (jug, rings, bearing and gaskets).
