Is the item in the pictures a EGR?
this is on a RedCat MPX 70

if it is, how is this suppose to be connected and can this effect engine performance if it is malfunctioning?

Honda 90 Quad has something like this, no mention of it in the workshop manual though. It is some sort of crankcase breather. If I remember rightly, one big pipe fits on crankcase breather, the small pipe onto a vacuum pipe on the inlet manifold or carb, other big pipe just dangles, or goes into airbox. Long time since I worked on one though so I could be wrong.
