Bashan 200cc engine doesn’t rev up

Need help with my Bashan 200cc engine.
I installed a knock-off PWK 28mm carb with a 120 main and 40 pilot jet. It idles fine but won’t rev up—it feels like it’s hitting a rev limiter. The old carb let it reach higher RPMs. Spark plug is new. Could it be the CDI, or is it a jetting issue?

Rev limiters, which would indicate a CDI fault tend to cause a misfire when the bike hits the limit, carb problems cause the engine to simply stop going any faster. If you are not sure which it is, put the old carb back on, fault will either go away or change, if it is a carb problem.

My mini bike was working perfectly before I went to turn it off after riding it on the streets. When I start the bike, the engine turns on like nothings wrong, but when I turn the gas it doesn’t move. Idk about bikes so I was looking for some help. The bike is discontinued now, but I’ll leave a picture of the bike . Any tips would help😔

All a bit vague. I assume you mean it doesn't move when you rev up? If so, do the revs rise? If they do, it is a transmission problem. If they don't, either the carb is probably partly blocked (though it can be electrical so change the plug first) or if, it sounds to be straining to go, again a transmission problem or brakes stuck on.
