Default ATV belt

Friend of mine was riding the other day and got water in his belt housing. He said that once he got pulled out of the water hole he his atv was running and wouldn't move. He pulled the drain plug let out the water. He said his bike does not seem the same as far as low end power. Our other friend drives a Polaris and told him the belt stretched and he will need to replace it. Does anyone know if the belt will stretch and cause this problem. He took off the belt housing cover and said there was no mud and or dirt in it. Just wondered it a belt will stretch and cause the atv to loose power. All the atv he was riding is a Yamaha Kodiak 450.
