Default Front Brake Sticking

Alright now i'm pissed, i got my frame back from being welded today so i put all my stuff back on to test the front brakes. Well, the front wheel rolled freely but now after i've applied it several times it wants to try and frickin stick again, and when i say sticking i mean it won't roll freely but it will still turn when pressure is applied to turn the wheel. The wheel stops turning when i like do a wheelie or when i jump. I am totally stumped on what could be wrong with it, it either has to be the pistons inside the caliper or the master cylinder. Can these brakes be adjusted??
