Default Yamoto 150cc fuel problem

So I'm close to getting my Yamoto 150cc running but I'm having a problem, if I open the gas, the atv won't start. If I close the fuel line it starts and runs fine until the fuel left in the line runs out. Anyone know what the issue could be? I don't want to mess around with the carburator until Im pointed in the right direction.

Note: my brother cleaned the carb before he gave me the quad and replaced the fuel line. Could it be the size of fuel line he used?

Also, any info you can give on the carb as far as what I would look for in ordering a new one would be helpful. I don't have a breather or fuel filter either so I would like to know what to look for.

Looks like the auto choke CD type carb used on most GY6 engines, though any I have seen use a black plastic cover on the dashpot. As I have written many times on here, to clean out carb, remove float bowl, remove jets, clean float bowl, jets and the holes they came from, out with compressed air, re-assemble and try out. No altering jet settings or mixture screws. If you want to fit a filter, put an in line one on. If that first pic is a fuel pump, put filter between pump and carb. Breathers are usually just a piece of pipe going upwards or into air filter box, top end of pipe must not be where rainwater can get in.

I finally got my Yamoto 150cc running today. It was the Petcock all along. Ordered a new one from Amazon, installed it in 5 minutes and now it's good to go.
