Pops and bangs indicate the valve timing out. That engine looks a lot like the one in the Fourtrax 250. If it is, there is a known fault with the timing chain tensioner on this engine. It can break, allowing the chain to jump a few teeth. You can only get at the timing marks on the cam by removing the clutch housing, and the tensioner is in there too, so you would soon spot a broken one.

I can’t see what just draining the oil will do. If you are sure the carb is OK, the valve clearances are right and you have a spark, the next step is to look inside the engine. You can get the clutch cover off with the engine in place. Watch out for bits falling off when you remove the cover.

I have a 03 honda 250ex, i was running almost full throttle, it suddenly lost power and was acting like it ran out of gas i turned it to reseve but it didnt help, it came to a stop and stalled, it had half a tank of gas, so i checked the oil, it was really low so i added less than a quart and it was at the right level, i put a new spark plug in it, gas is getting to the carburetor, it's getting a good spark, but it just will not start, I have cleaned the carb and jets to the best of my ability, it ran perfect till now, I have racked my brain to figure this out! Anyone know why it won't start

did you get it fixed? I have the same problem on same wheeler. I thought i lost compression. Haven't had the time to look at it. This could save me hours! Lol

I would be amazed if it has "has inspection covers to view the timing marks" the 250 Recon doesn't and that is the same basic engine, yes it has one for TDC on the flywheel, but the one for the cam is inside the clutch cover and, as I wrote all those years ago, you can see the broken tensioner when you take off the clutch cover anyway.
