Default 1994 TRX300 Clutch

Need some input. I installed a new timing chain on this quad and now it will go into gear but not move like you are holding in the clutch on a manual bike. Also I noticed that the gear shift is floppy and has no tension. I'm thinking that I put the clutch engagement pieces in wrong on the side case. My question is on the secondary clutch should he 4 spring bolts be tightened all the way down or just put under spring tension?

Tightened all the way down. First time I did one I found it is all too easy to get the back metal plate "out of bed" with the splines, as it goes onto the back part, so be sure it is on correctly when tightening those bolts.
