Take off the top of the thumb throttle, and screw out the adjuster and then take out the end. Unscrew the cap on top of the carb (should screw off) and disconect the end of the cable from the slide. I had to get a new cable when I switched from a twist throttle to a thumb throttle and thats how I did it.

I tried finding it today for you, but it is gone. Make sure the slide is clean, and if that doesn't solve it then, buy a new cable.

Update!

I was getting really mad , so I unscrewed what I think is a jet ? sqiurted some carb cleaner up inside it for like 3 mins then yanked on the thumb throttle pretty hard and it snaped free. its working! feels like brand new! very smooth and retracts all the way. That aprt that i broke off Im pretty sure I can just J.b weld it it doesnt seem to important.

Maybe you should buy a service manual. They show really good diagrams of everything on the quad and it has all the specs you'll need to know. IF its been sitting a while you should buy some carb cleaner that isn't a spray(they sell it buy the gallon too)and let the carb soak in it for a few days and everything will come off a lot easier. If you have some lubricant spray with one of those small hoses that connects to the tip of the can you can shave it down a little and it will fit between the cable and the rubber and you can lubricate all the cables and they will work really smooth and you won't have to worry about them seizing up. Don't forget to grease all the bearings and pivot bolts. By the way thats a nice 250r. Your pretty lucky so take good care of it.
The cap should unsecew counter-clockwise,sometimes you have to use a pair of visegrips if its been sitting a while. Don't clamp too hard, just enough to get a good grip.
