can the gold plating or paint stuff be removed from 250r rims?? How??

You can paint them or get them podwer coated
they are anodized

Anodizing can be easily removed with "Easy Off" oven cleaner. It will usually remove all colors of anodizing and make the rims silver again. You can then polish them if you want.
