Try putting the choke on for second and then hit the throttle: if the hesitation is worse, try turning the pilot screws in a little leaner. If the problem if still there you may have to put the needles slightly lower.
If it's better with the choke on you will need to do the opposite of the above.

Yes, if you have spacers (washers) under the stock needles, taking them out and letting the needles drop lower in the slides will make them leaner. If you have no spacers, you are already as lean as you can get in your mid-range.
