Fuel is weeping by the petcock and or there is something in the float needle seat, or both.
Start with a good carb cleaning including removing both jets and the needle seat.

I have found that these carbs will always leak fuel/overflow fuel when fuel is supplied to them. This is why they used the vacuum operated pet **** from the factory. Once this starts to leak, you start having flooding problems. The factory LT80 pet **** does not have an actual "off" position. Just on, pri (prime) and res (reserve). When the petcock is switched to on, the fuel only runs to the carb once the engine is started and is producing vacuum. Then vacuum acts on a diaphram on the back of the petcock that opens the fuel passage. "pri" is for Prime and should only be used when first starting the bike cold to allow fuel to fill the possibly empty bowl. Best bet is to test your petcock by removing the fuel line from the carb and switch the petcock to on. If fuel runs out, or even slowly drips out, replace it. Stick with a new factory vacuum operated petcock since these carbs will always flood if given constant fuel supply. You can save a few bucks and buy a true on/off petcock, but the first time you forget to turn it off and it sits for a few minutes, you can have flooding issues. Factory petcock is the right fix for this problem... Gas shuts off as soon as the engine stops running... Good luck!
