Kazuma 50cc problem

turn on the key push electric start and all I here is the relay clicking. I thought it might be the cut off switch(s) so i by passed them by cutting the black wire with white strip on the cdi. and nothing changed. I checked voltage at the on both sides of the relay and it checks fine. I then tried to cross arc off the relay and the starter didnt budge. I disconnected starter and then removed it, then tried the starter straight of battery on nothing happened.
I also have gone thought all connectors to ensure a good fit. AM I OVER LOOKING SOMETHING? Is there any other way I can check the starter....or should I be concerned with something else?

When you tried the starter outside the engine did you have the case grounded to the engine? You need a return path back to the battery negative terminal.
If you really have 12 volts right at the starter terminal to the starter frame, and it doesn't turn, then the starter is bad.
I had the same symptom on my neighbors GY6 150cc engine. When I disassembled the starter I found that water had leaked inside and started corrosion on the positive brush holder. This prevented the brush from sliding in its holder and maintaining spring pressure against the commutator. A good cleaning (and a new o-ring to stop the leak) was all that was needed. So it is definately worth opening up the starter and taking a look before buying a new one.

outstanding feedback. I tried to turn the cog on the starter and it would not turn, not sure if it should or not.....?
89stp..brand new battery with full charge.
LynnEdwards..I tried 3 different ways, with started 1)grounded to frame 2) ground wire attached and straight possitive lead to battery 3) positive and negative leads staright to battery.
