eton 70 runs only at idle

Hello, I came across a little Eton 70 Viper 2 stroke. In really nice overall condition. It starts right up but won't rev up. Throttle cable is free and operating the slide. The guy where I got it said he had the carb cleaned and it didn't help. Is this a common issue that has a simple fix or is this a oddity? I don't know any of the history for it, when the problem started, etc.
It does act like it is trying to rev but almost seems to be under a heavy load. About the best I can describe it.
Any ideas?

some people's definition of "i've cleaned the carb" is that the float bowl was taken off, sprayed with carb cleaner, reassembled float bowl, and tried it. if you do it, remove the jets and clean them really good.
clean all orifices and down it longways. make sure you see daylight through all holes....and yes, check your muffler system for the mud dobbers or any other obstructions. while you got the carb off, check the float assembly for proper operation. if you've never cleaned a carb, below is a hyperlink to show you the general idea as your carb may not be identical to the one in the video, BUT, it's the same concept. good luck.
