2003 Scrambler 50 issues

2003 scrambler 50 I just picked up. Wasn't running so I got it home and drained fuel, changed plug, added seafoam, removed and cleaned carb. Starter is shot so i orderd one, i can get it to fire up with Kickstart but it idles low then after 30-60 seconds it starts to idle high and wants to drive away.
I know the oil injection was taped off, meaning they disconnected the line to the oil tank and just put a kink in the line and zip tied it and drained oil tank. He said it's premix now. I'd like to hook the oil injection back up but what is the proper way to test it to confirm it works. Other than that it's intact and I ripped it around the yard but the idle starts off really low then rises too high.
I've cleaned the carb 2x and also checked for air leaks. Where to next to fix the idle issue and oil injection?

I can't quite remember how the oil is fed from pump to engine on Minarelli engines. On Suzukis it goes into the inlet manifold, so to test, you run the bike on premix and remove the oil pipe from the manifold connector. If oil is dribbling out, the pump is working. You can then fill with neat fuel being sure the pump is providing the oil. If your engine feeds oil from pump direct into the crankcase, you can't do that, so to be certain it is getting oil via the pump, I guess you would have to run on premix for a while and see if the oil level in the tank goes down, if it does, it is going into the engine. Trouble is you would be feeding a double dose of oil (this wouldn't cause any problem other than possible sooting of the plug and exhaust) and you can't be certain it is feeding the right amount of oil via the pump.
If your bike has an auto choke, it seems like you may have a problem with it, though you set idle speed with engine warm and, if it won't idle when cold, keep it going on the throttle until it warms enough to idle.

As I wrote, set idle speed adjuster to a reasonable idle speed when hot, and control idle speed when cold by the throttle lever. If the idle wanders about once the engine is warm, it can be a manifold air leak, or the float level set wrong, or throttle butterfly or cable, sticking.
