Very seldom have we had a problem on Kokusan ignitions systems,but anythings possible.Use the electrical checkout on the ignition off the 2005 model 700 as it has the Kokusan ignition.The 2002 manual has the Ducati checks.At least you can eliminate a few things as the problem.Index of /ORV Manuals/Polaris/Sportsman/2005

With respect to a CDI issue on a 2004 Polaris Sportsman 700, is it as simple as needing a new CDI if there is no voltage at all from the black wire that leads to the coil on start? Ie is there a test for the actual CDI when removed?
A number of folks who sell them say they are tested and verified to work, how is this done?

The cdi first has to have a pulse signal from the stator. Then from the cdi the signal goes to the coil and amplified. There are no tests on the cdi as the manuals say to replace "with a known good cdi module". Only way someone can says ones been "tested/verified" is to check one while it's still on the machine and has spark. You first need to eliminate the stator as a cause before you throw another cdi at it. Sorry for the first link I gave you as it was a parts break down and not the service manual. Only one I've found so far for the Kokusan ignition is a 2005 700 carb model pdf service manual for 5 bucks. It will show the stator and coil resistance checks along with some other tests and if they check out,then it's reasonably sure it's a cdi problem.Also the most common problem people had on the Kokusan kits was a grounding issue at the stator plate. Could be as simple as that whether you installed the kit OR it is a late model 2004 that already had the Kokusan ignition. 2005 Polaris Sportsman 700 Service Manual PDF Download
