1996 polaris 300 not getting top speed

Starter's located at the bottom of the engine. First thing to check is the solenoid at the side of the battery.A simple test light or voltmeter to see if 12 volts is being transferred to the wire leading to the starter when you hit the start button. If it has power on the starter wire,then could be a bad starter.If it doesn't,then could be a bad solenoid.
