In South Dakota your quad needs to be over 200cc's, brakes on all wheels, taillight/brake light, light for the license place (if the taillight won't light up the plate when mounted), horn, mirror, drivers license and insurance; blinkers are optional. I contacted the State of South Dakota to find out what I needed and I got a response from a State Trooper telling me what I needed to do. I went down to the local DMV where we register our vehicles, they had me fill out a form stating I met all the requirements and they issued me a motorcycle license plate and tags for the plate; $30.00. I renewed my license for it this past summer just like I do my vehicles. I can take it on any road except the interstates. I see a cop almost every time I ride it and they don't look twice at me.

I heard the SOS wants to pass that into law but I don't think it's up to her. I think our Senators and Representatives would have to pass a bill and then the Governor would have to sign it. I'm not sure about all that, but as it stands now there's no way to license quads.

FYI, members in other states. SOS is Secretary of State. We don't have a DMV. We have an elected official at the state level who's responsible for all vehicles. There are about 150 Secretary of State offices to get titles and licenses, register to vote etc.
