First, he didn't write you a ticket because he was on a DUI emphasis patrol, You weren't drinking, and you weren't a prik to him. So why waste time when he could get back out and look for the drunks that could kill or hurt somebody else?

ALL cops don't give everybody they pull over tickets.
Ask the State Patrol for their reason for not giving everybody a ticket they pull over. I can't remember there exact response, so I won't try to quote it, but basically it's officer discretion, and it's as much a informative/learning experience.. (their words, not mine)
So if it's officer discretion, they obviously have certain thing they will write people for and what they won't. It's pretty much common knowledge, that if you are a prik to a cop, he's gonna write ya. If you are nice, don't lie, sometimes that'll be enough for them to not write you. NOW for Brett, he didn't write him the ticket because Mr. Sheldon was acting the way he was. He wrote him because he was on a emphasis patrol and EVERYBODY got a ticket. Do you actually really think Brett wrote him a ticket to try and make a stink???

I still don't understand, whether they are a tribe or not, why I should be able to go through THEIR land and break the law and not be held accountable. I can see where they obviously would have no juristiction outside of the reservation.

I don't claim to know all the Facts and official laws pertaining to this, I'm just stating my opinion on the circumstances of Mr.Sheldon getting a ticket, and the fact that from what I've looked at and read, I don't understand why I'm exempt from following the laws while traveling through any tribal reservation. As I said, I hope this will at least lead to a concrete answer so this issue can be resolved. But don't think my brother did all this because "he can" or "abusing his power". That is far from the truth, and I'm sure he would more that take exception to that. He is not even close to being like, he is more than fair with everybody.
