Is your choke plunger stuck in the down position or the choke passages are clogged,sound like you just starting the ATV with no choke assist. May need to remove plunger and put a wire through the choke passage.
I had a machine with the plunger seized in the choke off position,had to uses throttle to start it every time before finally freeing it up with a good cleaning.
