i've never used a wire brush when cleaning a carb. i use the carb cleaner, an old toothbrush(battery operated or manual), and an oxy/acetylene torch tip cleaners to get inside. but i use the smallest i can so as to not score the jets or any orifices. and just a tad of air also.

Yes you need to see light thru the jets and also thru the side of the pilot jet and main jet holder... I wouldnt use a wire brush to clean jets unless you are trying to push 1 strand of wire thru the hole.. then use the carb cleaner and compressed air..

Try soaking the jets in carb cleaner... baby food jars work well for this.. after 12-24 hrs try poking the wire thru the middle...

I have no experience with your quad, so take my advice with a grain of salt.

Disconnect the fuel supply hose right at the carburetor, then see if fuel comes out freely. That separates wether the problem is in the carburetor or on the way up to the fuel tank.

Some quads have vacuum operated fuel shutoff valves such that the fuel from the tank is shut off automatically when the quad is stopped. But if the float bowl goes dry then there is a deadly embrace - the quad won't start because there is no fuel, and no fuel can be delivered because the quad won't start. Look for a fuel shutoff valve with a vacuum hose attached, and if you have one it would have a "prime" setting.
