Starter problems

I have a 110cc chinese atv, when I try to start it turns over very slowly so i tried using a wire from positive on battery to starter and same thing just turn really slowly once or twice then stops. I took the starter out and tested with a battery , and it shorts the battery. So I tried to test continuity with multimeter from postitive on starter to metal on it and it is continuous, so i thought the starter was shorted inside and bought a new one with same results. Is the new one also bad or am I doing something wrong? btw the battery was fully charged , I even tried to start while jumped from a car. thank you

Could be a partial seizure of the engine but, if you are lucky, it will be a bad connection, or faulty battery or solenoid. Make sure the engine turns freely with the plug out. Check both the positive and negative terminals, check earths on frame and engine, check solenoid terminals. If that doesn't work, get the battery checked properly, or just buy a new one, and if that doesn't work, try a new solenoid.

After cleaning out the inside of the starter it was spinning good when hook up to a battery so I put it back into the atv and it would only crank slowly, I thought the battery may be low so I jumped off a running car with same results.Thinking the starter relay/solenoid might be bad I used a screw driver to jump the poles on the relay and it did not crank any faster. Whats next?

Make sure the engine turns freely with the plug out. Check both the positive and negative terminals, check earths on frame and engine. If that doesn't work, get the battery checked properly, or just buy a new one.

with the spark plug out how does the starter turn the engine? Also with plug out is it spitting fuel out the spark plug hole? May be draining fuel into cyl when the machine is sitting or over fueling and partially hydo locking the machine

without spark plug I it turns slightly faster, there is no fuel coming out of the spark plug hole when turning but the spark plug was was not dry , wiping it off left black on the tissue. I think it may be gas mixed with oil, but it didnt smell like gas

Tried another starter and now it turns like normal. But now it wont start. There is spark and I cleaned the carb , both the jets were a little clogged. Tried starting it and still nothing, didn't even sound like it was trying to fire. So I adjusted both valves to .003 and still nothing. I tried choke , no choke , pumping gas , holding gas , but it still wont fire up.
