Tao Tao Hard Cold Start

I have a 90cc Tao Tao atv that I bought for my grand daughter. I am having issues getting it started when its cold. It cranks fine and fully choked but will not make an attempt to start to the point that it runs the battery flat. I will boost it with a booster pack and continue cranking until finally it will start and run perfectly. It will restart when worm no issue. Cold starting is the only problem.
Any ideas as to what it could be?

The first thing to try is a new spark plug. If that doesn't fix it, check valve clearances, I would guess at 0.003" for both unless you know the correct sizes. If it still won't start, clean the carb out. I wrote on here yesterday:- I had a Honda 90 that was a swine to start cold. Found the choke lever on the carb isn't connected to the butterfly, it is connected to a spring which connects to the butterfly, mine wasn't, so the butterfly was not closing properly, once the spring was back on, the bike starts fine from cold. If it isn't a carb problem, check compression. Under 90psi and bikes get hard to start, so it is time for a top end rebuild.
