Did you measure it?
You need to at least hone it, even if your going to put a stock size piston in.
If you decide to bore it, you need to bore it to the spec. on the piston. If you buy a Wiseco piston, it will tell you the bore size on the instructions. Or any good engine shop would know.
The proper way is to measure roundness is with an inside Micrometer.
If you can't measure for out of round, then you can hone it and see what it looks like. But its a gamble if you can't measure it. If its the stock cylinder, or stock original piston, most likely you should go ahead and bore it.
Its not going to be 100%, boring only costs like $30, its the best thing to do, to be sure its good.
If your rings are in pieces, you need to take the entire engine apart and clean it out, the crankcase and bearing etc. Inspect for damage.
