Sometimes yes. Roll the engine over slightly, or roll the machine back and forth a bit and then see if it still wont do it. You may have the two gears lined up dog to dog so they wont engage. It just needs to turn slightly and it'll drop in. If not then you do have a problem.

If it shifts fine when its running then what are you worrying about? Just because it wont shift gears while its sitting still does not mean somethings wrong. Its normal. The transmission has to be rotating for it to engage a gear, it is not syncronized in any way so there is no blocker rings or any syncros to help it slide into gear while its not rotating. You sometimes cant even get a car into gear when its sitting just for that reason. Stop worrying about it and go ride it!

motorcycles and atvs use a type of transmission called, constant mesh. The spinning of the gears assist the shifting, if the gears arent spinning, then theres no assist. If you rock the machine , forward and back, and at the same time try shifting, youll see it will shift just fine. Its a normal characteristic of the tranny.
