1. you can only have someone in the back of a 5th wheel. And that is only if it has a "hard wired"communication system between it and the tow vehicle.
2. When you are actively launching or taking a vessel off of the water. And you need to be at the launch site. Can't tell how many times, idiots would travel 25+ mph for miles with someone on the pwc. "but ofsifisher, I'm just launching me boat" what morrons
Other then that, no one can ride in the back of any type of trailer, cattle car, back of pick-up, and that's with or without a camper shell.

I was just thinkin it could be a decent business ya know escort a group of riders from say washington out to glamis. they have private rooms in the trailer plus a community dining social area and can haul quads in the tail

You can't ride in the back of a truck? I see this all the time. How about if you have seats with belts in the back with a camper shell?

It's a lovely CA law. IIRC, changed about 10 years ago. I don't know how many people I still see doing this, especially out at Pismo. It's actually a good thing. People were getting ejected in crashes.
Hell, one guy got tossed in Fresno during a police pursuit. You have Shields which runs E/W and Peach runs N/S. Well, were they met was this narly banked corner. About 30' away was the ATC radar building and rotating antena. Well, they were going too fast and went airborne. Took them a while to find the guy laying out somewhere in the airport. Dead (Darwin strikes again!) This corner is now gone and is now much more angled. IIRC, it's Gap Drive. Yes, that Gap. And they are building an air cargo ramp.

Toyo, yes, you could do that. I don't know about Oregon or Washington laws though.
If you put seats in the back of your truck, with seat belts. You better be able to prove in court, that the set-up meets federal regulations. good luck, that's why you don't see after market set-ups. To much liabilities.
Skinner is correct, it changed about 10 years ago. And it changed again 2-3 years ago, when they prohibited passengers in the back with campers shells. They found out, that shells just break apart at impact or just fall off on the initial roll over

Just4kicks, yes over the years I have You know, I would think it would be safer to have a wireless radio system between the two. Especially with technology today. If, the trailers came apart at least you would have a 5 mile window to talk to each other, about the ride after the break away occurred
And I'm sure, this violation occurs more then we know. Unless, they are seen peaking out a window, or involved in a major accident
